		<description>The law states that the candidate &quot;shall not&quot; receive the low rate.  I have a followup question.  If a station were to continue giving the Coleman campaign the low rate, could the difference between the low rate and the standard rate be seen as a campaign contribution?  And if that was the case, couldn&#039;t the station get in legal trouble for giving those contributions?</description>
