Tax Incidence Study: The rich (still) pay less

The 2011 Tax Incidence Study [PDF] was released yesterday by the Department of Revenue. If you’re a regular reader of this blog, you will not be shocked by what it showed.

Most Minnesotans pay around 11.5% - 12% of their income in state and local taxes, with an average of 11.5%. There are two exceptions. The poorest Minnesotans pay significantly more.* And the richest Minnesotans pay significantly less than the state average.

This makes absolutely no sense. As Governor Dayton has proposed, we should require the rich to pay their fair share.

*The report does emphasize that the numbers for the first decile are overstated by an unknown amount because their income is not fully documented.
